In 1991, the NFL Realignment and Expansion Committee recommended to the league that they expand by two teams. Eleven cities campaigned to have the NFL call their name, and in 1993 the city of Jacksonville was lucky enough to get that call. The Jacksonville Jaguars were born and became the 30th franchise in the National Football League. A day after the announcement, 25,000 fans packed into the Gator Bowl to celebrate their new team.

The process began back in 1989, when a group named Touchdown Jacksonville! was formed to front an effort by the community to win an NFL franchise. Obstacles stood in the way of the group's efforts, including a commitment to renovate the Gator Bowl to NFL standards and beating eleven other cities that were making their own bid at having a team. Touchdown Jacksonville! was a nine-member partnership that, despite being thought of as a long shot to be chosen, confidently announced that if they were awarded an expansion franchise they would name it the Jacksonville Jaguars. The team agreed to a proposed plan to cap renovation costs to bring the Gator Bowl up to NFL quality at $121 million and remained in the race to become a franchise. On November 30, 1993, the Jacksonville Jaguars were announced as the NFL's newest team. A little over a month later, the team announced it had already sold out season tickets for the first three seasons.

In its inaugural season, the Jacksonville Jaguars finished with a record of 4-12, one win better then the previous best for an expansion team. Unlike previous expansion teams, the Jacksonville Jaguars and Carolina Panthers (an expansion team that same year) were given the advantages of an expansion draft as well as a good free agent market. The Jacksonville Jaguars' first trade was to acquire Mark Brunell from the Green Bay Packers; he is now the franchise's all time leading passer. He along with a group of veteran players helped the Jacksonville Jaguars become one of the league's elite teams, annually in the playoff hunt. The team played in the AFC title game in 1996 and 1999, both times just coming up short of playing in the Super Bowl.
